Challenge

Corporate Culture Challenges

A relatively conservative culture made it difficult to attract and engage young talent. Significant cultural differences across power, renewable energy, infrastructure and other business divisions left the group without a shared cultural identity.

Corporate culture was disconnected from the brand and underrepresented in external communications. As international expansion accelerated, limited capacity to communicate that culture made it difficult to build influence across overseas projects. At the same time, the group needed a culture capable of supporting its transition from a traditional construction business to a leader in green energy development.

Objectives

Three Strategic Objectives

Establish “Green Energy Builder” as a distinctive corporate culture platform, grounded in Responsibility, Innovation, Sustainability and Shared Success. Use culture to drive strategic transformation and embed support for China’s carbon-peaking and carbon-neutrality goals into the organization’s DNA.

Build a more people-centered state-owned enterprise culture that strengthens belonging and shared identity. Extend its cultural reach internationally, showcasing the strengths of Chinese corporate culture on the global stage.

Our Solution and Core Strategies

Four Pillars of the Corporate Culture Strategy

Strategy 01

Redefining the Cultural Value System

Pakistan Project
Case 03

Cultural Integration at a Pakistan Project

At the Port Qasim Power Plant project in Pakistan, a dual approach combined local cultural integration with Chinese values. The team respected local religious customs while sharing Chinese approaches to safety and craftsmanship. Highly commended by the local government, the project became a model for Belt and Road cultural exchange.

“Energy China’s cultural transformation shows how a traditional state-owned enterprise can use culture to drive strategic change in a new era. We help businesses build cultural frameworks that support their strategy, making culture an internal force for organizational growth.”
